BYLAWS OF THE HAMILTON & DISTRICT CRICKET LEAGUE
(amended FEB-2001, Feb 2002, May 2007and June 2008). All changes are highlighted
1.01 Bylaws
These Bylaws rescind all others previously used by the League.
PLAYER REGISTRATION
2.01 Transfers of Players:
(A) No player may be registered by more than one club, except that a player may transfer from one club to another provided that he is in good standing with his previous club (which can only request a maximum of two years dues). The League Secretary shall be informed by phone, email or in writing 48 hours prior to any schedule game that such a player wishes to participate for his new club. The responsibility of informing the league secretary about such transfers lies with the club that is going to be the new club for such player. The said player is only eligible to play for his new club after the clearance of good standing financial and otherwise is received by league secretary for his previous club.
(B) All players to be eligible to play in a league game must be registered with the League Secretary at least 48 hours prior to the game.
(C) No player may be registered after Aug 15th, if he is registered with any other League. Clubs may register new players who are not registered or affiliated with any other league or club 48 hours prior to any schedule league game.
(D) Each team can have a maximum of 3 players in a game who are registered in another league. A team not conforming to this maximum will lose the game. This ruling does not apply to junior age players of 19 years and under.
(E) The League Secretary must have been provided with a name, full up-to-date address and home phone number (and League, team and Division entered in, if registered elsewhere), for a player to be considered as registered.
FEES
3.01 Club fees
Each club shall pay to the League an annual membership fee. In addition to this fee, each club shall pay to the League a fee for each senior player (19 years of age on past Jan 1st or older) who has competed in more than one League fixture. These fees for any one season shall be agreed upon at the Spring Meeting. Probationary teams shall pay the annual club fee. The club must inform the League Secretary of the Date of Birth of a player claimed to be a junior and should be identified with word "Jnr." when submitting match score sheets to league secretary.
3.02 Down payment
(A) Each club shall make a down payment of $200 by June 1st, and a second payment of $200 by July 1st, to cover part of its fees for that season. Failure to comply will result in a $50 late fee fine and team's suspension until the fees and late fee fines are paid in full.
(B) Player registration (insurance, CCA & OCA fee) fee for minimum 16 players must be paid by August 15th and balance on or before fall Annual general Meeting.
(C) New clubs shall make a deposit of $1500 which shall be applied against the league fees in the club's second year of operation.
3.03 Failure to Pay Fees or Fines
(A) All fees and fines, which are due to the League, must be paid no later than August 31st. If any club does not pay its dues aforesaid, and if a suitable arrangement is not made with the League Executive with respect to such payment prior to the start of the next season, that club shall not play in any League games until the payment is made, and shall forfeit the points for any scheduled games which were not played due to the non-payment of fees or fines.
(B) Before the league Annual General Meeting, each club shall submit to the League Secretary a Statement of all (First Names and Last Names) players in good financial standing with the club in the previous and current season. Failure to provide this information allows the clubs players to transfer out without financial or any other penalty.
3.04 League Funding of Representative Games
The League shall pay for Umpires' fees and new balls for League Select team that will participate in Ontario Senior Championship or in any other league approved game.
The League shall NOT PAY for Umpires fees, new balls, refreshments, travel or any other expenses for a club team involved in regular League matches or playoffs, or in competitions within or outside of the League. This includes all Ontario Cricket Association, Cricket Canada sanctioned games and also ED Burn Tournament.
FIXTURES
4.01 Schedule
(A) The schedule of fixtures between member clubs shall be based on the composition of the League at the Annual General Meeting and, weather permitting all fixtures shall be played on the dates set forth in the schedule.
(B) Fixture date &/or venues may be rearranged with the mutual agreement of two clubs concerned, and the League Secretary and Umpiring Association Contacts shall be informed immediately and no later than 48 hours prior to commencement of rearranged fixture.
(C) Games not played as scheduled (ground problems, inclement weather, reasonably unavoidable important social event or commitment) must be informed to the League secretary immediately upon knowledge of such and if possible, the league secretary shall try to reschedule that game within 2 weeks of the original date. The Umpires' Association contact must be informed immediately. If the said game is never played, no points will be awarded to either team. If rescheduled date and venue is not acceptable to either team, the game shall be declared as abandoned and no points shall be awarded.
4.02 Doubtful Weather:
In the event of poor weather conditions on the morning of a game, the home team may contact the visitors before 9.30 a.m. with a view to cancellation. However, should the visiting team wish to travel, it has the option to do so (which must be clearly stated to the home team) in which case any cancellation shall be the sole decision of the officially appointed umpire when he and both teams are assembled at the ground. Team lists must be provided to the umpire and players present should be identified to the umpire. Teams must contact league secretary if they wish to reschedule such game. If no reschedule is requested, each team shall be awarded 5 point for such game upon receipt of team lists from both teams.
4.03 Rained-off Games
Games rained out completely and the games, in which at least 20 overs have not been bowled in the innings of team batting second because of weather conditions, may be rearranged if both clubs agree. A date must be determined and the League Secretary must be informed of the re-arrangement within two weeks of the original date. If a game cannot be re-arranged it is regarded as an abandoned game and each team gets 5 points. (See note RE: failure or inability to rearrange, By-law 5.08H)
4.04 Venues
Fixture venues may be rearranged to the mutual satisfaction of both clubs concerned, and the League Secretary and Umpiring Association Contact shall be informed immediately.
4.05 Balls
The League shall approve the balls used in all League games. The four-piece ball is required. Each team must provide its own ball while fielding but the team fielding second may use the ball previously used in that game by team fielding first and a replacement of such must be provided to the team that provides used ball.
4.06 Footwear
Metal protrusions on footwear are not permitted for batsmen or bowlers.
4.07 Team Lists
Team captains must exchange team lists and submit the exchanged lists to the league appointed umpire before taking the toss. Only players on the list at this time may play. A player listed in the team must be present at the ground and ready to play to be considered to have played in that game. If a player was declared and didn't take part in the game, that player should be marked absent in the score sheet.
4.08 Start Time and Tea Interval
All games shall commence at 1:00 pm with the exception of Ed Burn tournament. Games may commence earlier to the mutual agreement of both clubs concerned provided the official appointed umpire is informed well in advance. The tea interval shall not exceed 20 minutes between innings.
4.09 Delay of Start Time and delay during the game:
(This by-law and clarification apply to a 1.00 start time. The intent of this bylaw is that the reduction of overs in batting and in bowling, shall apply only to the team that is late.
A representative of both teams should be available to toss at 12.45 in order to allow 5 minutes for a decision to be made (failure to appear or to decide in time will result in the loss of the toss), and 10 minutes for padding up and being on the field ready to start play. A team representative not available to toss or refusing to take toss shall forfeit the toss at 12.45. The home team can only claim the toss at 12.45 if the ground is ready for play. A team is considered LATE if it is not ready to play at 1.00. A team shall start to play with available players by 1.30 p.m. or the game is defaulted. A reduction of overs due to the late start of the fixture is charged to a team that is LATE.
4.09(i):
If the team, that causes the delay of the game due to late arrival or due to any other reason, bats first, will get only the overs that are determined by the official umpire after deducting the time of delay from the length of the innings. (Example: Team A causes the delay and was late by 20 minutes, it will only get 35 overs but will have to bowl full 40 overs to the team that was ready to play at the start of the play)
4.09(ii):
If the team, that caused the delay due to late arrival or due to any other reason, bowls first, will bowl full 40 overs to the team that bats first. The bowling team will get only those overs that it bowled by the schedule end time of the first innings. (Example: Team A arrives late and is made to bowl first, they will bowls full 40 overs to the Team B. At the cut off time of the first innings, Team A only bowl 34 overs but will have to continue to bowl full 40 overs past the inning cut off time but Team A will only get 34 overs when they bat).
CLARIFICATION
Only the team that is late must be penalized by both a reduction of overs in batting and in the number of overs allotted to its bowlers. (The penalty is 1 over for every 4 full minutes late in starting play).
EXAMPLE :( a) if a late-arriving team starts to bat at 1.20, it may bat for a maximum of 35 overs or until the tea interval, provided the inning is not ended before. When this team takes the field, its bowlers can only bowl a maximum of 7 overs each, but it will have to bowl 40 overs to its opponent, unless they are all dismissed before that number is reached.
(b) If the late-arriving team has to field starting at 1.20, then their bowlers are limited to 7 overs maximum each, and it will have to bowl 40 overs to its opponent, unless they are all dismissed or the tea interval is taken before that number is reached (see 5.04). The late-arriving teams batting innings is also limited to 5 overs less than the number of overs which the other team bats, but if the team batting first is all out then their opponents may bat for a maximum of 35 overs (if the team batting first bats for 40 overs and is not completely dismissed before the tea interval is taken, then the team batting second must bat for 5 overs less, or 35 overs). See also 5.04.
4.10 Signing of Score sheets:
On completion of each innings, both captains or their appointed delegate and the appointed umpire shall see that the League score sheets are correct and shall sign the same. Full names of ALL REGISTRED PLAYERS PRESENT must be shown on the league Score Sheet.
4.11 Mailing of Score sheets:
The home team is responsible for submission of league score sheet. The score sheets shall be handed to the official umpire, mailed or emailed to the League Secretary and postmarked not later than the Tuesday following the game. A club forwarding score sheets after this time shall be fined $5.00 for each violation of this Bylaw. When a score sheet is never submitted, the team shall be fined $10.00 for each violation of this Bylaw.
PLAYING CONDITIONS
5.01 Laws
Except where stated below, games shall be played according to M.C.C. "Laws of Cricket" [1980 code and amendments approved by the Cricket Canada].
5.02 Overs per Innings
Games shall consist of one inning per team, each inning limited to 40 six ball overs.
5.03 Overs per Bowler
No bowler may bowl more than 8 overs but should a bowler be unable to complete an over through injury, or suspension by the umpire, then another bowler must complete it for him. This other bowler must not have already completed his 8 overs quota, or have bowled the over before this interruption. Any partial over bowled will be counted as a full over only as far as both bowlers quotas are concerned.
5.04 Time of Innings
The innings of each team shall be limited to 2 hours and 40 minutes with preferably one 5 minute break for water or more per discretion of umpire due to weather conditions.
- (a) The innings of the each team shall be limited to 40 overs and/or in accordance with by-law 4.09, (i) & (ii).
- (b) When the team batting first is all out within the allotted time and overs, then their opponent will receive full quota of overs and/or in accordance with by-law 4.09(i) & (ii).
- (c) The second innings is always limited to maximum of 2 hours and 40 minutes and if the innings is not completed as in (a) or (b) above then the result will be determined by higher run rate per over of both teams.
5.05 Weather Delay
In the event of the start of a fixture being delayed beyond the scheduled start time (see 4.08) for bad weather or in the event of a weather delay during the first innings, the time lost shall be equally divided between the teams according to the following table:

5.06 Points
Points shall be awarded as follows:
Win, forfeit or default 10
Abandoned Game or Tie 5
Never played- no points
Clarifications (please note carefully)
(A) If total runs and total number of overs are equal at the end of the Match, the winner shall be the team which lost fewer wickets. (B) If total runs, overs, and wickets lost are equal, the result is a tie.
(C) Defaulter - is a team that fails to notify the League Secretary, the opposing team and the Umpire of its inability to field a team (before 9:00 p.m. of the day before the scheduled match).
(D) A forfeited match is when one of the teams has at least seven players present and ready to play at 1.30 (or earlier by mutual agreement), and the other team does not want to play with the number of players that they have present. When this happens, both sides will submit a score sheet to the League Statistician with names of ALL PLAYERS PRESENT for league purposes of games played.
These score sheets must be signed by the Captains (or acting Captains), and the Umpire and should state which team claims the10 points.
(E) If the team batting first is not dismissed and is not able to bat for 20 overs due to suspension of play by the Umpire and at least one Captain, the game is abandoned, unless the teams rearrange (see 4.03)
(F) If the team batting second is not dismissed and is not able to bat for 20 overs, due to suspension of play by the Umpire and at least one Captain, and hasn't reached the first innings total, the game is abandoned, unless the teams rearrange (see 4.03)
(G) If the team batting second is not dismissed, hasn't reached it's opponents score, has batted at least 20 overs and has not received it's allotment of overs due to suspension of play by the Umpire and at least one Captain, then the result is based on the higher run rate per over of both teams. If these averages are identical the result is a tie.
(H) If a game once started but not completed cannot be re-arranged, it is regarded as an abandoned game and each team gets 5 points.
5.07 Time wasting
Umpires will be the sole judge for time wasting, reasonable and unreasonable delays. Each team must try to bowl its' allotted number of overs in the stipulated time. Please refer to by-law 4.09.
5.08 Fielding circle
All League games must have a circle 30 yards around the wicket, and during the first 12 overs of each inning, no more than 2 fielders can be stationed outside this circle. The circle may be a drawn line or a series of markers (metal, wood, etc discs or squares) but must not be a rope. The markers will stay in place throughout both innings.
5.09 Contravention of Bylaws
Any team breaking any of the Bylaws as set out by the League may forfeit the game and/or incur other penalties, on application by the opposing team or the game Umpire
CHAMPIONSHIP
6.01 Champions
The League divisional championships shall be awarded to the teams which have gained the most points per game played in their divisions from competition during the season. Depending on the alignment of the divisions, these championships may be awarded after a playoff, the decision to be made at the Spring Meeting.
The championship trophies shall be presented by the League Executive on the field of play, at the conclusion of the game when a champion is known, if possible.
6.02 Team Withdrawal or Suspension
(A) In the event that any team shall withdraw from the League championship during the season, all points gained by other teams in competing with the withdrawing team shall be nullified.
(B)In the event that any team is suspended by the League Executive during the season, that team shall forfeit the points for all scheduled games missed while under suspension.
6.03 Tie in Standings
When two or more teams finish with the same points per game (PPG) in the final League division standings for any position, in order to determine playoff standings, the following procedure shall be followed until a higher placed team is determined:
(A) The team with the greatest number of wins shall be placed higher.
(B) The highest average points per game against the other team(s) concerned shall determine the higher placed team.
(C) The highest run rate per game averaged in all matches against the other team(s) concerned shall determine the higher placed team.
(D) The League shall arrange a play-off game(s). Such arrangement shall be binding on the teams concerned.
6.04 Two-team Clubs
Clubs may enter more than one team in League competition, they being regarded as separate entities for the purpose of these Bylaws, except for payment of the annual membership fee as provided for under Bylaw 3.01.
.05 The "Designated Six" (deleted Apr/2000)
6.06 Ineligible Player
Unless a prior agreement is obtained from its opponent, any club using a player who is not in good standing with a previous club (see Bylaw 2.01A), or any club using a player who has not been registered with the League (see Bylaw 2.01B), shall forfeit all points gained involving that player, and its opponent shall be awarded the points for a default. Individual and team scores shall stand (except for the ineligible player). Further disciplinary action may be taken (suspensions, fines, etc).
This By-Law covers all teams playing under the rules of the League, including those not playing for points.
6.07 Playoffs
In playoff games:
(A) In the case of a game (1) not being started, (2) Being abandoned, or (3) ending tied, the game shall be rescheduled for the following day or week at the same venue.
(B) Only members of a team who have appeared at least 3 of the team's League games played in that season for the team shall be eligible to play. Default games do not count as a game played for purposes of this law.
(C) A list of all playoff-eligible players shall be forwarded by league secretary to both teams in a playoff and the Umpires Association by Wednesday evening before the first play-off game.
6.08 Release of Juniors (under 19 on previous Jan 1st)
(A) Clubs are required to release players selected to play on the junior team. A player selected for the H & D.C.L. Juniors and subsequently declining to play for any reason shall not play for any club team on the day of the junior game. Should this occur, the forfeit procedure as stated in Bylaw 6.06 shall apply.
(B) Juniors may play on any team when not needed by the League Juniors or their own club. Every club will be provided with the names, addresses, phone numbers and Date of Birth of all juniors at the beginning of the season or as they are added to the roster.
6.09 A 'B' Division Champion must go into the 'A' Division the following season if it is a one-team club. Once both divisions have a similar number of teams, then the bottom team of the 'A' Division will be demoted, provided that it doesn't already have a team in the 'B' Division
UMPIRES
7.01 Selection of Umpires
For all League matches, an umpire from a neutral club, if possible, shall be named for each game by the Umpires Association.
7.02 Payment of Umpire
Each team shall be responsible for paying the umpire $35.00 before the toss. For the umpire to receive the $35/team, he must attend a pre-season umpire refresher course or attend the Information Meeting. Should a game be called off for any reason and the umpire is not be notified in good time by the team cancelling the game, then that team shall be responsible for paying the umpire his entire fee. Should the game not be played because of conditions that had been explained earlier in the day to the visitors, but the visitors arrived anyway, then the visiting team shall pay the full umpire fee.
7.03 Umpire in Charge
The umpire shall be in charge of the game and shall settle all disputes.
7.04 Duties of Umpires
The Umpire shall
(A) Always umpire from the bowler's end.
(B) See that player lists are exchanged before the toss and given to him.
(C) See that the toss is carried out properly and on time.
(D) Note the start time and determine if any penalty is to be calculated (see Bylaw 4.09).
(E) See that someone umpires from square leg with the onus on the batting team to provide this umpire if no one else is available.
(F) Sign and submit all game reports.
7.05 No Umpire
If the umpire fails to show, each team shall provide one umpire until he arrives if mutually agreed by both club captains. If they wish not to continue without a league appointed umpire, teams must contact league secretary immediately so that an alternate umpire can be arranged or the game can be rescheduled to mutually agreed date and venue.
7.07 Over-ruling an umpire
Where a League umpire is officiating with a player-umpire and the player-umpire renders a decision which the League umpire is certain is clearly wrong, the League umpire is empowered to reverse the decision and render the correct decision.
TROPHIES
8.01 Return of Trophies
Trophies remain the property of the League, may not be won outright and shall be the responsibility of the club and/or person to whom it was presented. They shall be returned to the League Secretary, or his agent, in the same condition as received, not later than August 31 following their presentation.
8.02 Batting and Bowling Trophies
The League shall award two trophies (one each for batting and bowling) for each division. The qualifications for the award of these shall be as follow:
(a) Batting Trophies - The player must have batted in 60 per cent (taken to the integer) of the League divisional games played by his team (not playoffs or Tournaments).
(b) Bowling Trophies - The player must have bowled in 60% (to the integer) of the League divisional games played by his team AND bowled an average of 5 overs on each occasion.
8.03 The Joseph Vickers Trophy
The "Most Valuable Player" award shall be awarded to any player, taking into consideration the efforts of that player on behalf of the game of cricket, the League, and his club. The award shall be made by nominations from all clubs, forwarded to the League Secretary by phone or mail prior to the Annual General Meeting. Nominations shall be in accordance with the qualifications set out by the donors. The Executive of the League shall choose the recipient from the nominations submitted .
8.04 The Donald King Memorial Trophy
The "Most Valuable Administrator" award shall be awarded to any League or club official, umpire, or any person, taking into consideration ...(the rest as in Bylaw 8.03).
8.05 The Most Valuable Junior Award
The "Most Valuable Junior" award shall be awarded to any player under the age of 19 as of January 1 of that season, taking into consideration...[the rest as in Bylaw 8.03].
8.06 League Caps
Upon representing the Hamilton and District Cricket League in games deemed representative by the Executive, a player shall be entitled to buy and wear the League cap. The cap shall not be worn be those not entitled to do so.
PROTESTS
9.01 Submission
Any protest or complaint shall be submitted in writing to the League Secretary, postmarked within seven days of the incident concerned, and signed by the captain or secretary of the protesting club or an umpire. The League Secretary shall bring any such protest or complaint before the League Executive whose decision in the matter shall be binding on all parties concerned.
9.02 Decision
The League Executive shall transmit in writing its decision on any protest or complaint prior to the date of the next Annual General Meeting of the League following receipt of said protest or complaint provided that any such protest or complaint is received by the League Secretary not later than four weeks prior to the Meeting.
REVISIONS
10.01 Bylaw Revisions
These Bylaws may revised and/or amended, in whole or in part, at any duly convened meeting of the League Assembly, without prior notice of any such intention to member clubs required, except as provided for in Article 12(c) of the constitution.
CONSTITUTION OF THE HAMILTON AND DISTRICT CRICKET LEAGUE
(as amended February 1995)
ARTICLE 1 - Title
The body, herein termed the League, shall properly be called the HAMILTON AND DISTRICT CRICKET LEAGUE.
ARTICLE 2 - Purpose
The League is formed to:
(a) promote the interests of cricket in general,
(b) manage competition between member clubs, and between the representatives of it and other like bodies,
(c) co-operate with the Ontario Cricket Association on all matters concerning cricket in the province.
ARTICLE 3 - Member Clubs
The League shall consist of such clubs deemed acceptable by the League Assembly who agree to abide by the Constitution and Bylaws of the League and all properly made decisions of the league, its committees and Officers.
ARTICLE 4 - Management
The affairs of the League shall be entrusted to the League Assembly, or to the League Executive in its stead.
ARTICLE 5 - League Assembly
(a) The League Assembly shall consist of two delegates, or alternates, being appointed by each member club, together with the League Secretary, League Treasurer, both of whom may serve as delegates for their clubs, and the League Chairman and Vice-Chairman.
(b) Delegates, Vice-Chairman, League Secretary, and League Treasurer shall have the right to table motions and vote thereon. The League Chairman shall vote only when it is necessary to break a tie.
(c) Alternates may serve for absent delegates and for delegates ruled ineligible to vote on a particular matter by the League Chairman.
(d) One half of the member clubs being represented by one delegate or alternate shall constitute a quorum.
(e) The Assembly shall meet not less than twice yearly, for the Annual General Meeting and the Spring Meeting, and may be further convened at the discretion of the League Chairman in which event not less than four weeks notice of all business is to be given in writing to each menber club.
a) The annual general Meeting shall:
(b) hear reports of all activities pertinent to the past year:
(c) elect for the forthcoming year a League Chairman, Vice-Chairman, Secretary, Treasurer and two Auditors:
(d) elect Honorary Officers for the year:
(e) appoint League delegates and Alternates to the Ontario Cricket Association, and any other bodies necessary to the proper functioning of the League:
(f) shall be convened not later than the thirty-first day of October.
(g) The Spring Meeting shall:
(h) receive a written statement of accounts from the League Treasurer:
(i) determine the fees for the coming season:
(iii) appoint a Selection and other committees necessary:
(iv) approve the schedule of fixtures for the coming season:
(v) shall be convened not later than the twenty-eighth day of February.
(h) A simple majority of the delegates present at any meeting being declared favourable, shall render any motion, except as under Article 12, approved and binding upon all member clubs.
(i) The responsibities and authority of the League Assembly shall pass to the League Executive under conditions other than those set forth in this Article.
ARTICLE 6 - League Executive
The League Executive shall consist of the League Chairman, Vice-Chairman, Secretary and Treasurer. In the event of a tie, the Chairman shall have a casting vote in addition to his original vote.
ARTICLE 7 - Selection Committee
(a) The Selection Committee shall be composed of not more than one delegate from each of five member clubs, of which at least one club not represented in the 'A' Division shall be represented. In addition, the Committee shall be selected so that each of four geographical areas has one delegate. The areas shall be determined at the Spring Meeting.
(b) At its discretion,this Committee may co-opt the Team Captain appointed by them, to serve.
(c) the Committee shall appoint its own Chairman.
(d) the Committee shall make all selections of teams and persons who shall represent the League in competition.
(e) the Committee shall appoint one of its number to serve as the League Delegate to the Ontario Cricket Association Selection Committee.
(f) the Committee shall elect the Captain of the League side.
ARTICLE 8 - Fixtures
The Fixture Secretary shall prepare a schedule of fixtures between member clubs and other fixtures pertinent to the League, and shall circulate such schedule to member clubs not later than the thirty-first day of January.
ARTICLE 9- Financing
(a) The League shall be financed by fees levied equally among all member clubs, and/or their personnel, as set by the Assembly and written into the Bylaws.
(b) Fees shall be payable not later than dates established at the Annual General Meeting.
(c) The League Treasurer is required to keep an account of all financial transactions entered into concerning the League.
(d) The fiscal year shall be from the first day of January unto the thirty-first day of December.
(e) The League shall maintain a General Fund for all incoming monies and expenditures which shall be authorized by the League Executive.
(f) The League shall also maintain a Special Fund for all extraordinary expenditures authorized by the League Assembly who shall also apportion monies to the account from the General Fund.

(g) Payment of accounts by the League shall be made by cheque, all such being signed by two officers of the League.
ARTICLE 10 - Discipline
Settlement of disputes, and administration of disciplinary action, shall rest with the League Executive, and may take the form of fines, suspensions, points deductions, expulsions, and disqualifications at the discretion of the Executive for actions detrimental to the League, the game of cricket, and/or unfair, improper or unsportsmanlike conduct on the field.
Disciplinary action agreed upon by the Executive of the League shall be taken only after all aggrieved parties have had the benefit of a full hearing, which may be by submission of written evidence and/or attendance by the parties involved or their representatives. It is incumbent upon the Executive to settle all disputes or incidents in a fair and speedy manner. A decision of the Executive shall be made within 14 days of the dispute or incident.
ARTICLE 11 -Rules of Play
(a) Competition for the League Championship shall be conducted under the Laws of Cricket as prescribed by thr M.C.C. subject to amendments of the Canadian and Ontario Cricket Associations and the Bylaws of the League.
(b) Competition for League trophies shall further be subject to conditions, accepted by the League Assembly, as set forth by the donors, such being written into the Bylaws.
ARTICLE 12 - Revisions
(a) Revisions, amendments, deletions and/or additions to this Constitution shall not be made except by the League Assembly, and only providing that no less than four weeks notice of such intention is given to each member club.
(b) All revisions, amendments, deletions and/or additions to this Constitution must be ratified by a two thirds majority of those present and eligible to vote.
(c) A Bylaw voted upon at the Annual General Meeting may not be reconsidered at the following Spring Meeting unless agreed upon by all those present who are eligible to vote.
