1. Level 1 Offenses
1.1 Abuse of equipment or clothing, or any part of the ground. 1.2 Showing dissent at an umpire's decision by word or by action. 1.3 Using language or a gesture that is obscene, offensive or insulting. 1.4 Excessive appealing. 1.5 Aggressive pointing towards the pavilion by a member of the fielding side upon the dismissal of a batsman.
2. Level 2 Offenses
2.1 Repeat of any Level 1 Offence within the current season. 2.2 Showing serious dissent at an umpire's decision by word or action. 2.3 Public criticism of a match-related incident or match official. 2.4 Inappropriate and deliberate physical contact between players during play. 2.5 Aggressively charging towards an umpire while appealing. 2.6 Deliberate distraction or obstruction on the field. 2.7 Throwing the ball at a player, umpire or official in a dangerous manner. 2.8 Using language or a gesture that is obscene, offensive or of a seriously insulting nature to another player, umpire, referee, team official or spectator. 2.9 Changing the condition of the ball in breach of Law 42.3. 2.10 Any attempt to manipulate a match in regard to the result, net run rate, bonus points or otherwise.
3. Level 3 Offenses
3.1 Repeat of any Level 2 Offence within the current season. 3.2 Intimidation of an umpire or referee. 3.3 Threat of assault on a player, team official, or spectator. 3.4 Using language or gestures that offends race, religion, colour, descent or national or ethnic origin.
4. Level 4 Offenses
4.1 Repeat for any Level 3 Offence within the current season 4.2 Threat of assault on an umpire or referee 4.3 Physical assault of another player, umpire, referee, official or spectator 4.4 Any act of violence during play 4.5 Using language or gestures that seriously offends race, religion, colour, descent or national or ethnic origin
The penalties applicable to each offence are based on the Level of the offence.
PENALTIES FOR PLAYERS
Level 1 Offenses The offending player will receive a written warning.
Level 2 Offenses The offending player will be banned from all cricket activities in H&DCL for a period of 14 days from the date of the decision of the Disciplinary Committee.
Level 3 Offenses The offending player will be banned from all cricket activities in H&DCL for a period of 28 days from the date of the decision of the Disciplinary Committee.
Level 4 Offenses The offending player will be banned from all cricket activities in H&DCL for a period of anything from 3 months to life at the discretion of the Disciplinary Committee, depending on the gravity of the offence.
Note: The Disciplinary Committee may, at its sole discretion, specify that all or any part of a suspension may be carried over until the following season where a decision to suspend a player is made in the latter stages of a season.
PENALTIES FOR TEAMS/CLUBS
Level 1 Offenses
If a Team's players are found guilty of three Level 1 offenses in a season then on the third occasion the Team will be deducted 2 points. A further deduction of 2 points will be made for each subsequent Level 1 offence committed in that season by that Team's players.
The Individual and Club shall both be liable to fines of $25 for the third and any subsequent incidents, in that season. The Disciplinary Committee shall have full discretion to impose suitable penalties for Level 1 offenses committed in knockout competitions.
Level 2 Offenses
If a Team's players are found guilty of two Level 2 offenses in a season then on the second occasion the Team will be deducted 5 points. A further deduction of 5 points will be made for each subsequent Level 2 offence committed in that season by that team's players.
The Individual and Club shall both be liable to fines of $50 for the second and any subsequent incidents, in that season. The Disciplinary Committee shall have full discretion to impose suitable penalties for Level 2 offenses committed in knockout competitions.
Level 3 Offenses
For a second Level 3 offence a Team will be deducted 10 points.
The Club shall be liable to fines of $100 for the second and any subsequent incidents, in that season, or the following season. The Disciplinary Committee shall have full discretion to impose suitable penalties for Level 3 offenses committed in knockout competitions.
Level 4 Offenses
For each Level 4 offence a Team will be deducted 20 points. In addition, the Team may be expelled at the discretion of the H&DCL executive committee.
The Club shall be liable to fines of $200 for the second and any subsequent incidents, in that season.
The Disciplinary Committee shall have full discretion to impose suitable penalties for Level 4 offenses committed in knockout competitions.
H&DCL - Code of Conduct Step by Step Code of Conduct procedure:
Should there be a breach of the Code of Conduct, the duty to report lies with one or all of the following
1. Match Umpires 2. Captain or Official of either participating team 3. Any Member of the H&DCL executive committee
Upon filling the report the Disciplinary Committee will conduct a hearing and the committee's decision will be announced to all parties involved.
After the decision is announced A Player, Players or Team may proceed in the following manner
1. Abide with the decision of the committee. 2. Lodge an appeal with the H&DCL. The latter will appoint an independent Appeals Committee to hear the appeal.
(All appeals are subject to payment of $25 which will be refunded if the appeal is successful.)
The Appeals Committee shall hear the appeal and render verdict within seven days of its appointment. The decision of the Appeals Committee shall be final and binding on all parties. A Player, Players or Team is entitled to representation at the appeal. Any costs involved to be paid by the Appellant.
